A second man has been arrested in connection to a burglary of an Olean business. Police charged 26 year-old Stephen Frank with burglary and grand larceny after a break-in at Mike Ozzella Contracting on East State Street on August 22. Frank and Shane Rice, who was arrested last week, are accused of stealing $800 in cash, titles and deed to the business, multiple tools, $300 in silver coins and two laptops. The two are also accused of destroying a safe.
