An Olean man faces charges for allegedly failing to report a change of address as a sex offender.
According to Olean police, 34-year-old Andrew Robert Stephan was charged Saturday night with failure to report an address change as a sex offender, which is a felony.
Stephan was reportedly released with an appearance ticket.
