An Olean man was charged with a felony after a domestic incident in Franklinville on Sunday morning.
New York State Police charged 27-year-old James Eugene Bowker with a felony criminal contempt for the violation of an order of protection with a previous aggravated criminal contempt conviction within the last 5 years.
