An Olean man was charged Wednesday afternoon for a domestic incident reported in Portville Tuesday morning.
New York State Police charged 43-year-old William E. Bailey with criminal obstruction of breathing and acting in a manner injurious to a child.
Bailey was released on his own recognizance and is scheduled to appear in court at a later date.
