A Salamanca man has been charged with failure to notify the state sex offender registry of a change of address.
37-year-old Ryan Bartlett was picked up on a warrant from the Town of Olean, and is in Cattaraugus County Jail.
In 2008 he was convicted of having sexual intercourse with 15-year-old girl, who the registry says was a stranger.
