A Jamestown man pled guilty in federal court Monday to kidnapping and drug charges connected to a case in Olean.
31-year-old Dwayne “Chi Chi” Lowery pleaded guilty before U.S. District Judge Lawrence J. Vilardo to kidnapping and possession with intent to distribute 40 grams or more of fentanyl, which has a mandatory minimum of five years in prison, a maximum of life, and a fine of $5 million.
The charges stem from an incident in October 2023 where Lowery lured a woman to a North Union Street residence in Olean.
Lowery held the victim hostage at various locations for about 22 days, in houses in Buffalo and Olean and a Buffalo hotel, regularly providing the woman with narcotics.
On Nov. 3, 2023, she escaped Lowery’s Buffalo residence and reported Lowery to the Buffalo Police.
Sentencing is scheduled for July 20.
