Besides the names of predator priests and the abuse they subjected children to, the grand jury report released on the investigation into six Catholic diocese made recommendation on how the Church can move forward.
The report says that Erie Bishop Lawrence Persico has already implemented some changes, including publicly identifying people who have been credibly been accused of actions ranging from furnishing pornography to direct, sexual assaults of minors.
The grand jury also recommends that the state Legislature eliminate the criminal statute of limitations for sexually abusing children, noting that dioceses routinely hid reports of child sex crimes while the statutes of limitations for those crimes expired.
House Majority Leader Dave Reed says they expect to schedule Senate Bill 261 for a vote in the fall. The bill eliminates the statute of limitations for child sex abuse crimes and gives victims additional time to file civil actions against their abuser.
The grand jury also recommends that the penalties for a continuing failure to report child abuse should be clarified.
Also, they believe non-disclosure agreements regarding cooperation with law enforcement should be prohibited.
