The man who barricaded himself in his home in Tioga County Tuesday after shooting a state trooper was shot and killed early Wednesday morning by police after a 14 hour standoff. State Police had conducted a welfare check on 68 year old Delos Lowe Tuesday when he opened fire on troopers. One trooper was hit and flown to a trauma center for treatment of a gunshot wound and is in stable condition. Another trooper broke his leg while taking cover, was treated and released. State Police say Lowe had fired at troopers several times and refused to surrender.
