Sealed proposals for the construction of the Apron and Automobile Parking Rehabilitation Contract will be received at the City of Olean Municipal Building, Department of Public Works, 101 East State Street, Olean, New York 14760 until 11:00 am, local time, May 26, 2025, and there, at said office, at said time, opened and read aloud.
The project generally includes the milling of the surface course of asphalt pavement, crack/joint repair and full depth pavement repair of the entire apron in front of the main hangar and the automobile parking in front of the Terminal Building. Replacement of the existing drainage structure and installation of underdrain. New aircraft tie-downs on the main apron and revised automobile parking lot. Also included will be pavement markings both airside and landside. No lighting or signage will be included in this project.
The Contract Documents (consisting of the Advertisement, the Proposal, the Agreement, and the Specifications) and the Contract Drawings may be obtained only by download from a OneDrive folder. After award, the low bidder shall be prepared to hold bid prices for anticipated start of construction, expected in the Spring of 2026, dependent on weather. The execution of the construction Contract is dependent upon the receipt of an FAA grant offer and is expected no earlier than September 2025. This Contract does not allow for price escalation in unit bid items. The Contractor shall take this into consideration when preparing unit prices for bidding.
Each proposal must be accompanied by a certified check or bid bond, in the amount of five percent (5%) of the total maximum proposal price (combination of base bid or alternate bid plus add-on items) for the contract in the form and subject to the conditions provided in the Preparation of Proposal.

A non-mandatory pre-bid meeting will be held at the airport and has been scheduled for Wednesday, May 14, 2024, 11:00 a.m. in order to review the specific requirements of this contract.
The Owner reserves the right to waive any informality in the proposal, and to reject any and all proposals.
